spencer spoke with a witness who saw the whole thing happen. >> reporter: virginia state police say the small plane crashed around 5:15 this afternoon, near the shannon airport. we spoke to an eyewitness who says he saw the plane go down from inside his mobile home. >> you seem a bit shaken? >> two people lost their lives today. so yeah. >> keith johnson was looking out his kitchen window and saw the single engine plane crash near the mobile home park in fredericksburg. >> the engines were running, sounded like it was sputtering in and out. i saw it go up, cork screwed down and hit the ground. >> reporter: it's not the first time johnson has seen a plane go down here. >> one right over this hill, and one down there about ten years ago. >> reporter: the plane crashed a short distance from the airport. you can see where it hit a tree sheering off several branches. no homes or people were hit on the ground. >> coming in my wife started hollering, plane going down, plane going down. looked out the window, and i saw the tail end of it hit the ground. >> reporter: douglas johnson was one

only the economy as the top voting issue in the swing states of florida, ohio, and virginia. and among voters who say medicare is extremely important to their vote, obama swamps romney by, get this, 13 points. when voters in those states were asked a similar question, whom they trusted to deal with the medicare program, obama again trumps romney in all the polls. in ohio obama leads romney on medicare by 19. in florida, 15. in virginia, 13. other polls have shown president obama's advantage on medicare has grown significantly since ryan joined the ticket. so let's go back to this again, trying to figure this out. he bought into a guy who was known primarily for this voucher plan, getting rid of medicare as we know it. basically go to a doctor and the bills are paid by medicare. you can't beat a system like that, joy-ann, i don't think on this planet earth and have something paid for when you go to do it. there's nothing like it. >> and -- >> why would anybody want to change it? nobody would want to change it. >> chris, i think what's worse than that is they tried to be too cute with it

and new york, but also states like mississippi, south carolina, west virginia, wyoming, iowa, all of which use this mid deem charge rather than felony. and what we find in these 13 other states is that there are higher rates of drug treatment participation, lower rates of drug use, and even slightly lower rates of violent and property crime. so again, we can prove we can have safer communities. and then of course there are the unintended consequences of a felony conviction. consequences that really can cause great damage to a young life for many decades out. the very three things that can keep someone successfully in his or her recovery, access to housing, education and employment are put farther out of reach because of a felony conviction, especially in a down economy, someone with a felony has great difficulty even accessing 5 a job that pays minimum wage. putting these felony convictions to a whole population of young people, we really perpetuate a chronic underclass which benefits none of us. and then of course there's the inequity in the criminal justice system. even though we can sho
